Dead Rat in the alleyway

Sent to Cherwell District Council and Oxfordshire County Council 6 minutes later

I have concerns regarding an alley that joins Blake Road with Buckingham road in Bicester. The alleyway is neglected and never cleaned I have been picking litter up myself but the last straw was having to remove a dead rat a couple weeks ago. Could you possibly point me in the right direction to get this area tidied up please - this sent to me by a resident.
