Cones taking up 3 parking spaces

These cones have been placed blocking three parking places on Church Lane. I am told that they are there to allow the blocked drain to be cleared. To my knowledge the cones were placed there three weeks ago.

Church Lane / Dyers Hill is an area where parking is on high demand - more cars than available spaces.

Can the drain please be cleaned and the cones removed asap
