Blocked road drain

The drain on the counter of Nelson St/Elms Road is constantly getting blocked from debris and as the road at this point drops and at a low point it is susceptible to severe flooding. The big issue and risk is that my property wall (constructed from limestone) has over years eroded due to cars splashing the wall. Could I request that the drain unblocked asap and continually done so over the winter. Thanks
