Broken and dangerous manhole cover

Next to a street light is a drain with a manhole cover. The drain stands proud of the grass, & has broken cement around it. The cement has been fixed on several occasions, but never seems to remain intact. On 29th June the broken drain was reported to the County Council out of hours service. As a child ran across the drain towards the park, the manhole cover collapsed under him. He badly cut his knee open & it was only by pure luck he didn't fall down into the drain. The cover is no longer secured in place by the cement. Had this happened to a smaller & less agile child, the outcome could have been very different & resulted in serious injury. Someone from the Council arrived later that day & erected a red barrier around the drain, & there it has remained. There are no signs of any repairs being undertaken. Please let me know what can be done, before someone is indeed badly injured.
