Blocked gully at the top of Stream Road

I have moved the debris and swept the overground route for surface water to join the stream, which I presume is not my job, but I fear more flooding at my property. On lifting the gully on the A417 I can see it is blocked with mainly mud which I cannot safely clear.
I have also cleared some of the debris from the recently installed hump on the Lynchway side, as this is now nearly as high as the hump, rendering it ineffective. I could not clear if all.
Having spent a so much on installing this, surely it should be maintained.
I believe the gully was last cleared 4 months ago and suggest it is checked after any heavy rainfall.
The gullies on the village side of the A417 between Stream Road and High Street all appear blocked. I cannot attempt to clear them. It is too dangerous.
I would appreciate it if this was treated as a matter of urgency as I am angry at the lack of care for the damage to my driveway, garage and veg garden this causes.

Following the overnight rain and snow, water was once again running past the 2 culverts on the A417 on the Prospect Road side of the road between Stream Road and Prospect Road. I lifted the hinged cover to see that both of these were blocked, still or again.
Once again I have unblocked them enough that surface water is now flowing into them, but I only have a spade and I feel it is dangerous and unacceptable for me to be on the road where traffic speeds. I have not done a proper job, but hopefully there will be no flooding in Prospect Road for a while.
In the meantime, there needs to be a regular clearing schedule for these culverts to prevent future flooding.
I have also cleared surface debris from local culverts, and the works done at the bottom of The Lynchway again.

We are pleased to inform you that the Parish or Town of Blewbury and Harwell is scheduled for gully emptying in the third quarter of this financial year. While severe weather may cause delays, we are committed to thoroughly cleansing all Highway Surface Water Assets in the area within this timeframe.
