Unsightly Barriers and tall weed growth

Opposite the entrance to Dove Green, and leading to the car park of Wye Close, there are about 4 red highways roadworks barriers that have been zip tied to the nice new bollards and are very unsightly. There is absolutely no reason for these barriers to be here as there are new bollards in place.
The vegetation and weeds have been growing around these barriers for the past 6 months and is now taller than humans and looks horrendous.
To resolve, these weeds needs removing and the barriers also need removing.
The only reason I can think of that the barriers have been put there is to stop anyone falling down the 2ft drop, but this has been the case for at least the past 10 years or more with no issues. Before this there was a brick wall in this location which slowly fell down over time.
