Bush Obstructions on pavement outside Tesco store wall

Problem with both obstruction for wheel chair users and blind people but also lack of room from shrubbery and at times cars driving on pavement to turn right into Abingdon Road when other lane backs up. Asked Tesco but they think not their property …? There are blind people in this area.
