Pavement obstructed by scaffolding

The pavement outside College Farm House in Chapel Lane has been enitrely blocked for some months now by scaffolding relating to the works being done on the house. The scaffolding is unlit, unsigned and no provision has been made for pedestrians. Pedestrians have to walk in the road to go round it and this is dangerous for the mainly elderly residents of the road. Debris has been falling onto the road too as the sacffolding doesnt seem to have been netted - espceially dangerous for pedestrians. Please can you investigate whether this scaffolding has consent and whether more can be done to safeguard pedestrians
