Drain blocked beyond the depth of a pitch fork

This drains are blocked so deep I cannot clear the drain with a pitch fork, resulting in flooding across the width of the road every time it rains. Public also cannot pass without walking directly through the water, we cannot leave the driveway either. Location outside 118 Lower Radley, two drains either side of the driveway entrance.
