Temporary Traffic Lights

I noticed last week that there are going to be temporary traffic lights on the A4074 between Berinsfield roundabout and Golden Balls roundabout from 28th August to 2nd September. I have also just seen signs on the B480 stating that there will also be temporary traffic lights on this road somewhere between Stadhampton and the junction with Grenoble Road. Seeing as these are two of the main routes towards Oxford if you are heading from the south this doesn't appear to be the best planning, or have a misunderstood something?
