Hedge ripped out by new homeowners

Please see attached photos, One photo shows the view of the hedging at the end of Miles Drive backing onto the A338. The other photo shows what it looks like today - apologies for the poor quality. The car that you can see is on the A338. The new owners of & Miles Drive have ripped out not just the shrubs on the small patch of grass but also the hedges that formed a barrier with the A338. It is now possible for children and animals to get on to the A338, where there is no pavement at that point. If they were given permission to rip the hedge out then the other homeowners on Miles Drive should have been consulted. It potentially poses a very dangerous situation.
