Hire bicycles from oxbikes

Is there anything that can be done about the 60 or so Hire bicycles from OXbykes that are clogging up the bicycle racks in Jowett walk near Mansfield Road ? Surely as a commercial business they are not allowed to take up valuable cycle space from visitors , students and residents and use it as free storage / parking .
