Eroded dangerous steps from our house to highway

The steps from our property are very dangerous especially for elderly people. Our neighbours steps are flat and safe and fit for purpose, avoiding the grass all the way to the road. We have lived here for 3 years but don't own the ground where the steps are positioned.
