Drain blocked - overflows when it rains

Drain is full of grit / silt / dirt and is now almost full to road level. I recent rain I noticed rainwater now doesn't drain and runs across the T junction and down Honey Lane causing a hazard and increasing risk to homes on the downhill slope side of this road.
