Sent to Oxfordshire County Council and West Oxfordshire District Council less than a minute later

It is where children and toddlers walk to school. Also dogs. If toddlers get stuck in it, or dogs foot. It would do serious damage. Been there for a while. It is near where children play. To give you more of an idea where it is. It's opposite doggy / rubbish bin.
