Hedges all over colliers lane overhanging

Hedges not been cut on time by many residents, causing a narrow lane even more dangerous to drive in and out of. Child got injured on simple walk as brambles are popping out of the hedges. no one bothered to cut these in March. At least the hedges that has no bird nesting (mostly are free from nests) should be owners responsibility to at least trim?
