The dropped curb gets blocked by cars

I depend on a mobility scooter to get around Thame and most of the time I can access the dropped curb on Chowns close. However sometimes it is blocked by a parked car because the double yellow lines stop before the drop. There is only one drop on that pavement and my scooter doesn’t cope with the normal curb. This prevents my access. If the double yellow lines were extended to cover the drop it might deter drivers from parking across it.
