Blocked drain causes large pool which causes splash on passers by

This drain has been blocked for months. In rain a large puddle is formed which drivers are normally unable to avoid and spray passers by. I have reported this before but you deleted the report as you said an inspector said there is no problem. He is very wrong. See photos. Just unblock the drain and the problem should go away.
