Sent to Oxfordshire County Council less than a minute later

Massive queuing 417 in 1 direction again tonight and none in other dire tonight. Cause was the operator ignoring his job and reclining and eating in his car. Why do these traffic light people so rarely actually get involved? Surely a smart phone app with sensors could do better than an ignoring his job
