Manhole loose

There is a loose manhole outside between number 10&12 acorn close. This is ok a shared access to a carpark which is owned by the council I think. We (the homeowners) each own the land our cars are parked on but nothing outside of those boundaries so this must be owned by the council and forms part of the highway. The manhole is driven over daily and has come loose and keeps moving out of the hole causing a hazard. The manhole has made a clunking noise for about a week but has remained in place but has now shifted/broken either today or yesterday.
