Overgrowth on public highway grass verge covering our water meter.

Our commercial water metre is buried beneath all the overgrown grass and weeds on the public highway verge. The Water Board are unable to access it to take meter readings and are threatening to fine us. The verge is outside our boundary fence and not on our property. It needs clearing urgently.
