Hedge significantly overhangs pavement at road junction

The picture seems to show the boundary between the pavement and two properties on the right. The hedge in the background seems to significantly overhang pavement. This obliges pedestrians to move into the road close to a road junction. Hazardous for pedestrians especially the less mobile and people accompanying them.
