The elderly gentleman was out ther pruning it a couple of weeks ago, but he's clearly not physically able to properly cut it back himself, and perhaps not financially able to pay someone to do it for him. Maybe the solution here is to ask him if he wants the trees substantially cut back and do it for him as a one off?

In reply to anonymous until recently he and his wife walked to work every day . So he’s not that unfit ! He’s younger than me . In 40 years he’s never once tidied his garden , he wasn’t always elderly

You seem to be going off on a bit of a tangent here, what he does with his own garden is his business, only the overhang on the public walkway is of concern here. People lead different lives and have different struggles, perhaps he has an invisible disability or is too busy with far more important things to worry about how pretty his garden is. The gentleman could need help, so why don't we try find a solution to this problem beyond whinging to the council?
