Drain in road does not drain in heavy rain leading to water flowing onto driveways and potential house flooding

When we get heavy thunderstorms the water from the street all builds up on this drain leading to a lake which flows onto front gardens. If the level had gotten slightly higher yesterday then this may have flooded two properties.
