Gun shot noise on St. Clements

These manhole covers have not been properly replaced since the last work took place there about a month ago. It is causing a tremendous (and continuous) noise whenever a car drives over them. It is incredibly frustrating and disturbing for local residents and workers. Honestly....it sounds like gun shots going off every hour of the day. I would imagine its a super simple quick fix but ideally would need a professional. I am tempted to try myself such is effect it is having on general wellbeing. PLEASE HELP!!!
