Very large shrub overhanging footpath

There is a very large and tall hedgerow which has not been maintained at the end of Kennet close leading to the co-op. It has overgrown the homeowner's boundaries by a few feet in all directions and is very tall, approximately 10-11 feet which I imagine is a nuisance for the immediate neighbors too as it blocks out a lot of light. The shrub blocks line of sight of anyone coming around the corner from the other way. I was almost knocked over by a young lad on his bike who couldn't see me walking my dog because of the bushes size.
