Overgrown Hedge on pathway

The Hedge in question is overgrown. The actual hedge has thorns on the overgrowth which is catching people as they pass. This is in direct path of the school thorough fayre. This has grown to a height that is more than 4ft tall and has cut down the width of the pathway and therefore prams and wheelchair access will become difficult for them to pass.
