Overhanging Ivy, Elder and Brambles obstructing pavement

The pavement of Ormond Road outside St Katharines House Wantage from 2 Maryfield to 15 Ormond Road is obstructed by overhanging Ivy, Elder, Brambles and bushes which are growing over the fence of St Katharines House. The fence is rotting and collapsing. I dig out and sweep the detritus from the pavement at this location on most weekends. I have previously emailed a request to St Katharines to cut this vegetation back, but my request has been ignored. Would Highways please ask St Katharines or take appropriate steps. I swept this pathway on Monday 15 July in the pouring rain and noticed how the gulley water does not flow in to the drains. It floods..
