Please explain why this tree has not been trimmed

Sent to Oxfordshire County Council less than a minute later
I reported an issue FixMyStreet ref: 6222774 The answer was unsatisfactory as it didn't explain the reason the tree officer decided that this tree did not need to be trimmed.
The amount of debris shed by this tree is causing problems at various times of the year. Last year I fell twice on the hard ball seed shells it drops. As well as a hazard to pedestrians and cyclists, these also clog the gutter on the road and I guess end up obstructing the storm drains.
Please can you explain why this tree does not qualify for being trimmed, it seems to be the notable exception on this stretch of Iffley road.

I think the map is pointing to a different tree, I meant to click on the one outside nos. 333 and 331 Iffley Road , near to the donnington bridge traffic lights.
