No safe access on public pathway for able or disabled people

The pathway which runs along a busy road into the estate has become inaccessible and not safe for able walkers and certainly not for wheelchair users The hedgerow is protruding over the path blocking proper usage. With this in mind I witnessed a near miss car and bike as the vehicle leaving the entrance/exit could not see who was cycling down the road as he had No Clear Access to do so Please could this be cut back as a matter of urgency.
