People stopping on A40 suddenly to take photos of blue fields causing hazard

The blue fields off the A40 between Burford and Minster are lovely but people are stopping their cars to take photos along the quick A40 and trying to squeeze into the short farmers field access. Cars are stopping abruptly and there are other cars in the fields meaning they cannot get in. This is causing a very dangerous situation and we met a car on our side of the road doing 60 mph yesterday around the bend because it had swerved to avoid someone doing this on their side, an accident waiting to happen unfortunately.
