Concrete on access slope to 141 Southern Bypass badly cracked

Attached pic is one I took in 2022; the concrete is in worse condition now. I asked then whether I could get permission from Highways to get it fixed at my own expense alongside doing front garden. My query was confused with request for a drop kerb. Am asking again - I am prepared to pay to get the surface redone, but I need your permission. Please advise. Plants grow through cracks, and it is a tripping hazard. Thanks.
