Vehicle blocking pavement near crossing

This vehicle is regularly visiting 60 Bicester Rd and parks on the pavement and often over the zig zag lines for the crossing. As you can see there is room to park in the garden. There is also a boat in the garden which I worry may roll out into the path/road as it isn’t particularly secure and is facing the street. Thank you
