Traffic light phasing is dangerous

Going into this junction from George Street as a cyclist there is a very long time that the lights are red for traffic AND for pedestrians crossing George Street. This is dangerous because it encourages pedestrians and cyclists to ignore the lights. More than once I have found that pedestrians have started crossing the road just as the lights have gone green for traffic. During the times I have experienced this there was no traffic coming the other way.
