Pavement dug up

The pavement has been dug up and had gravel put over it. The pavement is now totally unusable. The owner of the house has clearly dug it up himself just dumped a load of gravel over it and made a right mess. It is now unstable and dangerous to use. They have even put an old planter on what used to be the pavement! It’s an absolute eyesore.
