Blocked gully full of silt

This gully blocs up a few times a gear with silt. we try and keep it clear ourselves. My husband has cleaned this as much as he can but the gully is still blocked and water is not running away. As our house 129 Bicester Rd is below the path level our house is in danger flash flooding. Please can you send the gully people to flush it through. Please ring me if you have any questions.

PS A similar report by me was closed on mass with other gully issues. However, this is still a big issue and a big worry. your help really appreciated

This is still blocked with silt My husbands reached doen as far as he can go but it needs clearing please
