Building rubble left on pedestrian refuge

Sent to Oxfordshire County Council and Vale of White Horse District Council less than a minute later
Tons of building rubble left on highway verge over the highway boundary for several months with no intention of removing it in the near future. This is causing an unsightly eyesore and it’s an unlawful encroachment on the highway verge see S130 Highways Act 1980.

The rubble has still not been removed. Why has someone not contacted 29 Kysbie Close to remove their rubbish? This is fly tipping.

Rubble now removed but building rubbish still there. Also the current owner has made a parking place by gravelling over the service strip.

The car parked on the service strip makes it extremely difficult for those people at 36 and 37 Kysbie close to reverse out of their drives. No one else in the Close has this issue. Also, gravel spills out of the parking space on to the highway.

To convert a service strip (public highway) requires planning permission from the local council. The deed for this house clearly has this plot of land outside the owners boundary. I would very much doubt the conversion from grass to gravel has been done in the highways approved way?
