Overgrowing bramble

Last night I was coming into town down Headington Hill on my bike. There was a slight breeze and a bramble blew across me from the hedgerow. I took evasive action. Luckily there was no car on the highway, but the bramble still dug into and scratched my arm.
Returning home and going up the hill, I noticed several arms of bramble growing on the upside.
This is all highly dangerous for cyclists and I believe needs urgent attention.
