Raised and uneven path

I live at 13 heather Road and the only access to my driveway to park is via this route. When I drive over this part of the path to access the cul de sac I live in. The raised path scapes the bottom of my car. It has caused severe damage to the bottom of the car. This is the only access to park my car. I am happy for you to inspect my car and even watch me drive the car over the path. This enable you to see and hear the issue. The path needs levelling. If you are not going to fix the path, can I be told where to send the car repair bill to. It’s a standard car with no modifications.
