Trees overhanging well into the road

Sent to Oxfordshire County Council less than a minute later
On the verge on the opposite side of Brook Hill to the houses the trees etc are hanging down almost into the middle of the road to the most ridiculous extent. Are the council responsible for this?
I have extensive damage to my car now after scratching against these to avoid oncoming traffic. Can you please advise who will be paying for this as I can see from the rules on OCC website these should be better maintained and so I'm not at fault for the extensive repair bill
