Rogue tree blocking footway

There is a tree that has grown from the base of a wall on Valence Crescent Witney that is now blocking the pavement for pedestrians. I've attached images. What can be done to allow pedestrians to use the pavement as it was built? The tree is located between the entrances of Tetbury Drive and Campden Close.
