Blocked drain

I have written to you in the past about the land surface water drain on the corner of my drive and the public footpath. The drain is totally blocked presumably by the roots of the oak tree. I have cleaned out the gulley myself, but the water no longer drains away. Several years ago after I wrote to you about this, a lorry turned up and cleaned out the drain in the road! When I spoke to them and told them where the drain was, they said they didn't have the equipment to fix this because of the smaller drain, but would report this back as an issue. Again, no response from you or anyone since. This drain is essential to stop surface water running down the drive on the council land and the footpath on council land from flooding my drive. This is becoming a more regular occurrence with the excessive rain storms we have had recently.
