The Ditch silted causing water to flow olong the lane

The ditch has become heavily silted and the silt has built up to a level above the Culvert, stopping surface water entering the culvert and causing a constant flow of water along the lane, damaging the surface etc. i have cleared the immediate area but the ditch needs clearing to a level below the Culvert in order to prevent it blocking again.
