Why has the B4508 been resurfaced in Hatford but not through Shellingford.?

The B4508 through Shellingford is an alternative route for when there is an accident etc on A420. The road through and beyond the village is appalling and needs attention urgently. The potholes at the crossroads from where one crosses from Hatford to Shellingford are lethal for bikes and small cars. These matters need your attention as soon as possible, please.
