Road Markings for parking spaces are measured too long

The road markings on the road are 10.6 meters long in total, meaning that when a car parks in the second space as per the photos, bin lorries or ambulances/fire engines cannot get through.
I believe parking spaces are normally 4.8-5 meters each.
We have now failed to have our bins emptied 5 times in 6 weeks, causing all sorts of problems.

Cars parking here are restricting access for emergency vehicles and rubbish collection and therefore the access to parking needs to be reviewed. Biffa have stated that they can only come and empty our bins when those spaces are clear. This is therefore very problematic. This would also cause problems if an emergency vehicle needed access.
