Pipe for stream blocked requiring pumping into road

The stream coming down from Conduit House into North Hinksey Village then through a pipe has been blocked since January. To prevent it flooding our property we have had to instal a pump to pump the water into the road and then into the public drain at the corner. The blockage in the pipe is on public land. This needs to be cleared
