Tree/weed growing from lamppost

A very large weed that is growing out of the ground and up by a lamppost. The weed/tree is extremely large and making it very difficult to access the pathway and is apparently causing visual issues for people on the corner.

The weed/tree is on the crossroads at West End/ Oxford hill.
