Footway obstructed

Sent to Oxfordshire County Council less than a minute later

The footway on east side of A329, from Moulsford village boundary stretching North to the railway bridge, is severely obstructed with vegetation. This is very dangerous as it forces pedestrians to walk on the carriageway.

  • The situation on this stretch of road has deteriorated even further, pedestrians are now forced to step into the traffic lane in several places.

    This footway is the only means by which Moulsford residents can access reliable public transport (Cholsey railway station). It is also widely used by recreational runners, whose training schedules often coincide with rush hour traffic. The danger to these individuals is extreme, please can somebody suggest to the “relevant team” that a meaningful response, even just to say they “won’t help” might be in order?

  • I am disappointed that this report, like many others affecting pedestrian safety in the county, has not yet had any response whatsoever.

    It may be worth emphasising that highways authorities have statutory duties to maintain reasonable degrees of safety for all traffic, and ‘traffic’ includes pedestrians. I’m no lawyer, but I suggest that the Relevant Team may want to visit section 41 of Highways Act 1980, and escalate the issue as appropriate.

  • Still no improvement here, and still very dangerous.

    As a probable consequence of the obvious abandonment of footway vegetation maintenance in and around Cholsey and Moulsford, the footway is also showing signs of quite severe disintegration and subsidence. Quite apart from the trip hazard from cracks in the surface, water collects and pools forming mud baths, making life all the more hazardous for pedestrians.

    Emphasise again, since this is fundamental to safe use of a highway by legitimate traffic (pedestrians), it seems unlikely to be responsibility of Parish Councils, my understanding is that ownership of the problem lies with Oxford County. The Relevant Team really do need to escalate this, before somebody is injured or worse.

  • Still not fixed.

    The Relevant Team might want to remind themselves that this footway is the only way in which pedestrians living in Moulsford can access useful public transport, being bus and rail services in Cholsey.

    With onset of winter and dark evenings and the advanced decay and subsidence on footway, injury or death of pedestrian traffic becomes a distinct probability. Blame for inaction might then be reasonably apportioned not just to OCC, but to the individual Relevant Team members who have chosen to ignore the dangers repeatedly signalled by this report and many others.
