Water draining on to road does not enter gulleys but floods footpath and verge

Muddy water washing off the fields above us, flows down Ditchley Road and veers to the right into our development rather than to the left into the gulleys. The area has flooded on multiple occasions after heavy rainfall and there have been 2 consequences:
1. The dry stone wall in front of our property (3 Kearsey Court) is showing movement and the company that originally constructed it 7 years ago is blaming water damage to the footings. I am advised that the footings are made of No 1 Aggregate, not concrete, as planning permission for concrete was refused. There is clearly no point in carrying out remedial work to the wall unless the direction of the water flow is corrected.
2. The tarmac footpath between numbers 2 and 3 becomes dangerously muddy. Residents power wash it, but after the next heavy rainfall it is just as bad. This raises safety concerns as elderly residents and children use the path on a daily basis. In our opinion the camber of the road needs to be modified in order for the water flow direction to change. The residents of Kearsey Court would be grateful if you could inspect the problem
