Tarmac thrown into ditch following pothole repair

Reported about 3 months and actioned for removal "when contractors were next passing". This large piece of tarmac is still in the ditch following a pothole repair. It implies OCC are happy for their contractors to flytip their own waste rather than remove and dispose of it correctly. The response was this was for action when contractors were next passing - was a day road closure for surface dressing not suitable?

Really disappointing that it is still there.
